Welcome to the Pre-Caucus/Convention
Information Station!
When and Where?
Tuesday, February 3, 2009, at 7:00 p.m.
(registration starts at 6:30) - Highland Jr. High Auditorium -
975 S. Snelling Ave.
(at
Montreal).
Who can Participate?
All who are legal voting age by election day
2009 and are in agreement with the general principles of the DFL can
participate.
Visitors are welcome to
observe, but cannot actively participate in Caucus/Convention business.
What Happens?
An Agenda sets out the major items of
business. Ward 3 Party officers are selected, City Convention Delegates and
Alternates are chosen, and Resolutions are considered for passage. Both the
Agenda and Rules for the Convention are voted upon by the delegates. The Agenda
may be suspended from time to time to allow for DFL party leaders to address
the Convention. Traditionally, our elected leaders have taken the opportunity
to address the Convention about the current situation in Congress and at the
Legislature.
Where can I get the proposed Agenda and
Rules?
Follow the link: http:///www.stpauldfl.org/docs/ward3rules2009.htm for
the Rules and Agenda. The Rules and Agenda are available in Word
format from the Documents link on the left. Paper copies will be
available at the Convention.
How do I become a Party Officer?
Any member can run for DFL Party Office. If
you wish to screen for the positions of Ward 3 Chair, Secretary/Treasurer, or
Affirmative Action Officer, contact Michael Lewis by email at
DemoZine@hotmail.com or telephone at (651) 690-2539. The Ward 3 Convention
Delegates decide by majority vote who should run the Ward for the next two
years. There are two Ward Chair positions (gender-balanced), and one each for
Secretary/Treasurer and Affirmative Action Officer.
What Races are Happening?
Mayor and three St. Paul School Board races
are up this year.
Mayor Chris Coleman
has announced that he is seeking the DFL endorsement. No one else has announced
a candidacy for Mayor.
How Do I Become a Delegate to the City
Convention?
Ward 3 can send up to 103
Delegates and 103 Alternates to the City DFL Convention on March 21.
Delegates can be selected by ballot, walking subcaucus, or by motion (where
there is no contest). The method used will be determined by vote at the
Ward Convention.
Do I Need to Attend (or Stay) to Become a
Delegate to the City Convention?
No. While we hope you do attend (or
stay through the Convention), a proxy may be used to request Delegate or
Alternate status to the City Convention on March 21. Ward 3 is
eligible to send up to 103 Delegates and 103 Alternates to the City
DFL Convention. Any otherwise eligible DFLer in Ward 3
can request to be made a Delegate by proxy. Persons in
attendance during delegate selection will receive priority, but proxies
will be honored.
How are Resolutions Passed?
Resolutions will be considered at time
permits.
Those that pass, as well as any
resolutions that have not b had time to be considered will be sent on to the
City Convention Resolutions Committee. Resolutions can be taken up from the floor
by consent of the City Convention. The ballot allows for passing, rejecting, or
debating each resolution and should be completed early during the Convention.
